After his death, Husayn's family purchased the land where he was buried, known as al-Ḥā'ir.

Early constructions of the shrine began under the Abbasid caliph al-Saffah in the mid-8th century, but the shrine faced repeated destruction and restrictions under subsequent rulers like Harun al-Rashid and al-Mutawakkil, who ordered the grave's destruction in the 9th century.

Later caliphs allowed reconstruction and pilgrimage, leading to gradual expansions.

In the 19th century, Fath-Ali Shah Qajar commissioned significant extensions, including shrines over Husayn's and Abbas ibn Ali's graves.
