Construction began in September 1996 after the meteorological bureau relocated, and the museum was completed and inaugurated on April 18, 1998, by Portuguese Prime Minister António Guterres.
The museum's establishment was part of efforts to preserve and showcase Macau's unique cultural heritage as a former Portuguese colony and its role as a cultural bridge between East and West.
In 2005, the museum's location within the Macau Historic Centre was recognized as a UNESCO World Heritage Site, underscoring its cultural significance.
