Historie
The semi-coke hills near Kiviõli were formed as by-products of oil shale processing starting in the 1920s, when the Kiviõli oil shale plant began operations.
The oldest hill was used for semi-coke dumping until 1975, while the newer hills were developed later, with one still in use today.
Over the decades, the hills have transformed from industrial waste sites into recreational areas, with environmental remediation projects completed between 2009 and 2013 to reduce pollution and stabilize the terrain.
The Kiviõli Adventure Center was established in 2013 at the foot of the oldest hill, marking a shift from industrial use to tourism and outdoor recreation.

Kiviõli New Semi-Coke Hill1951–present
The westernmost and largest semi-coke hill, created from dumping semi-coke starting in 1951. It has been reshaped and environmentally stabilized with water retention systems to prevent pollution, with dumping continuing on its northern slope.
