The mansion, originally named Hai Kee Chan ('Sea Remembrance Hall'), was built in the 1890s by Chung Keng Quee, one of Penang's wealthiest men and Kapitan China of Perak.
The land was purchased in 1893 on a site formerly associated with the rival Ghee Hin secret society, defeated in the 1867 Penang Riots.
