The Bürgerpark was conceived in the 1860s as a response to the declining use of the Bürgerweide meadowlands north of Bremen.
Initiated by local citizens and merchants, notably Johann Hermann Holler and Franz Ernst Schütte, the park was developed as a reforested public garden to provide shade and recreational space.
Constituted in 1865 as the Committee for the Reforestation of the Bürgerweide, the project was funded privately without regular public money.
