The Heroes Monument was constructed to commemorate the Battle of Surabaya on 10 November 1945, the largest battle during the Indonesian National Revolution where local republican forces fought against Allied troops and returning Dutch colonial forces.
The foundation stone was laid on 10 November 1951 by President Sukarno and Surabaya’s mayor, with the monument officially inaugurated one year later on 10 November 1952.
