Construction of Kek Lok Si Temple began in 1890 under the leadership of Beow Lean, a Chan Buddhist monk who had served in Fujian, China.

The temple was established on a spiritual hill named 'Crane Mountain' facing the sea.

Its development was funded by five influential Hakka businessmen from Penang.

In 1904, the Qing Emperor Guangxu honored Beow Lean with Buddhist scriptures and official recognition, declaring the temple the head of all Chinese temples in Penang.
